The Roving Regional Finance Manager (temporary assignment, 5 months) will play a critical role in supporting the RAI Unit's business development and fundraising efforts across Europe by providing short-term, hands-on financial management support to specific country programs during critical fundraising and reporting periods. This position will also ensure high-quality financial leadership, compliance, and strategic input during proposal development, donor engagement, and resource mobilization. Acting as a key liaison between finance and program teams, the manager will strengthen financial capacity, provide surge support during peak fundraising and reporting cycles, and maintain oversight of the existing portfolio of grants and contracts.

Key Responsibilities
Business Development & Fundraising Support
Lead the preparation of financial components for donor proposals, budgets, and cost applications in coordination with program, partnerships, and grants teams.
- Ensure that all proposals meet donor requirements and internal financial standards.
- Provide financial analysis and scenario planning to inform business development strategies and decision-making.
- Support negotiations with donors and partners on budget structures, cost-sharing, and indirect cost recovery.
Develop financial models and tools to strengthen fundraising efforts across the region.
Financial Management, Compliance & Portfolio Maintenance
Ensure compliance with donor rules, internal policies, and regulatory requirements in financial proposals, agreements, grants, and contracts.
- Prepare and review monthly Budget vs. Actual (BvA) reports for the existing portfolio of grants and contracts, ensuring timely analysis and follow-up with program and finance leads.
- Lead the preparation of monthly payroll allocations across grants and contracts, ensuring accuracy, timeliness, and compliance with donor requirements.
- Oversee the preparation and review of accounting journals and support the month-end closing process, ensuring timely, accurate, and compliant financial reporting.
- Provide financial monitoring and risk analysis to support informed decision-making and portfolio health.
- Work with country teams to ensure corrective actions are taken where needed and highlight potential under/overspend to leadership.
- Provide training and guidance to program and finance staff on donor financial compliance and budget management.
- Conduct periodic reviews of financial systems to ensure readiness for new grants, contracts, and funding opportunities.

Qualifications
Education:
- Bachelor's degree in Finance, Accounting, Business Administration, or related field.
Experience:
- At least 5–7 years of progressive experience in financial management within international NGOs or donor-funded organizations.
- Proven track record in developing donor-compliant budgets, financial reports, and portfolio monitoring (including BvAs and payroll allocations).
- Strong experience supporting business development, proposal development, and donor negotiations.
- Experience working across multiple countries/units, preferably in a roving or regional capacity.
Skills & Competencies:
- Excellent financial analysis, forecasting, and modeling skills.
- Strong understanding of donor regulations (e.g., EC, UNHCR, National AMIF, Commercial contracts etc.).
- Ability to communicate complex financial information clearly to non-financial colleagues.
- Strong organizational, problem-solving, and interpersonal skills.
- Ability to travel frequently across Europe at short notice.
- Fluency in English required; knowledge of another European language is an asset.
