Context

For more than 30 years, IOM has leveraged its expertise in disaster risk reduction (DRR) to help communities anticipate, withstand, and recover from crises. Within its peace, recovery, and solutions portfolio, IOM seeks to prevent hazards from evolving into crises which trigger displacement, as well as to address underlying risk. In view of residual risk, IOM also works through its humanitarian preparedness and response portfolio to ensure timely and coordinated responses to new shocks, integrating DRR into planning and operations to safeguard essential services and reduce future exposure to hazards.

  1. Saving Lives and Protecting People on the Move- IOM puts the safety, dignity, and protection of people first in the most challenging crisis response contexts in the world. Guided by humanitarian principles and commitment to the centrality of protection, IOM will harness its operational, multisectoral expertise – specifically emergency preparedness, response, disaster risk reduction – and its presence, access, and proximity to communities to engage with authorities and local stakeholders to deliver timely, comprehensive, and people-centred responses that address needs at individual, community and systemic levels.
  2. Driving Solutions to Displacement - IOM reduces the risks and impacts of climate change,environmental degradation, conflict, and instability for communities affected by or at risk ofdisplacement. Where disasters and climate change are driving displacement and mobility, IOM will provide solutions for people who need to move, for people who are already on the move, and for people who want to stay.

In this context, under the overall supervision of the  Deputy Director, Humanitarian Response and Recovery (DHRR) department, the direct supervision of the Chief of the Preparedness and Humanitarian Response Division (PHRD) and the secondary supervision of the Chief of the Peace, Recovery and Solutions Division (PRSD), the DRR coordinator will (i) provide strategic and technical  support to embed DRR across IOM's preparedness and humanitarian operations, ensuring responses are risk-informed and future-proofed; and (ii) strengthen the integration of DRR within peace, recovery, and solutions programming to prevent hazards from evolving into crises and displacement, address underlying risk factors, and support pathways out of displacement toward long-term resilience. The role requires close collaboration with the Climate Action Division (CAD), the Migration and Displacement Data and Research Analytics Division (MDRD), and regional specialists, as well as sustained engagement with inter-agency DRR platforms and partners.
